So this looks like shit, and I'm trying to figure out what to do about it. (Also, yes I know the plate is janky, just a junk plate from work to show it until I get it registered for real). Just leave it off. I can't imagine you'd be pulled over just for missing the plate, and if you did get ticketed for it its not like they'll impound the car

Here in NY cops pull up behind us when pulled over, not in front. That's why I've always wondered. It's funny because Corvettes rarely have them. Which is nice.

Just carry it and the bracket with you in a bag with your name on it and tell whoever pulls you over that you have it right here in your glove compartment and were going to get it put on later that day.
Seriously, I've been driving around without one for 7 months and not a single stop. And I've been through 2 police check points and have stopped to ask police for directions. As long as you aren't driving like a moron they likely won't stop you. Same goes for tints.

Yeah illinois had that same law. After I ripped the front bracket off the lip of my dakota climbing a hill I just kept it in the front window and never had an issue
